What is going on in the Chester County Treasurer’s Office?

We’ve previously reported our concerns with Chester County’s fiscal responsibility as indicated with the county tax increase and as outlined in the county’s 2025 budget. We also went into detail with a few of the county departments. We are now questioning what is going on in the Chester County Treasurer’s Office, which is responsible for collecting county taxes and issuing various licenses and permits.

The background and activities of Patricia Maisano prior to her election as Chester County Treasurer seem to be indicative of the broader problems facing the county. That is, they lack integrity and transparency.

Fake Credentials

A recent investigation by Broad + Liberty uncovered that the Chester County Treasurer not only continues to market herself as an expert witness, but she does so with master’s and doctorate degrees from a diploma mill school. Using her nursing degree and a doctorate degree from Sheffield State University, Ms. Maisano has given “expert” medical testimony in civil trials. Providing expert testimony in trials can be a very lucrative side job. However, some judges have ruled that she did not have the expertise to opine and, thus, threw out her testimony. The whole story can be found here. The fact that Ms. Maisano is unwilling to discuss these issues is disturbing. What is she hiding? Taxpayers deserve better.

Guardianship Tyranny and Over-billing

Another of Ms. Maisano’s professional endeavors included that of being a court-appointed guardian of the elderly. Sometimes when the elderly can no longer make decisions for themselves, the courts can appoint a guardian to act on their behalf. Again, this can be quite a lucrative side job, as the guardian charges the family for all services including phone calls, emails, visits, etc. Accounts of Maisano over-billing and not informing family members about medical emergencies were included in the book, “We’re Here to Help: When Guardianship Goes Wrong,” written by Diane Dimond. Bottom line…

Although no scandals have been reported out of the Chester County Treasurer’s Office since Maisano was elected in 2017, could she be part of the county’s spending problem? If Maisano over-billed in her professional life, then it’s not a far stretch to believe that she is failing in her fiduciary responsibility to the taxpayers. Perhaps she’ll answer some questions this year as she runs for re-election. We’ll let you know.
